Guideline on the Selection of Discussion Facilitators

Center for International Youth Exchange

Center for International Youth Exchange will select the discussion facilitator according to the following criteria :

A. Qualification of the facilitators. The basic qualifications of the facilitators shall be:

1. Good command of English to facilitate discussion (level: TOEIC810, UN Association#8217;s Test of English A or equal ability)

2. Holds basic knowledge and experience in a sub topic

3. Able to work from November 8 to 24, 2005 (on board Nippon Maru)

4. Able to attend the Facilitators#8217; meeting held on August 17 to 20,2005 (in Tokyo, Japan)

5. Under 40 years of age

6. Good command of Japanese for a daily conversation (for phone interview)



B. Expenses

Following fee will be provided to the respective facilitators by Center for International Youth Exchange entrusted by the Cabinet Office of Japan.

1. The round-trip economy class airfare from the respective capital to Narita, Japan to attend the Facilitators#8217; meeting

2. Expenses for accommodations, meals and transportations required in the designated itinerary in Japan

3. The economy class airfare from the respective capitals to Kuala Lumpur, Malaysia and from Ho Chi Minh, Vietnam to respective capitals to attend the Discussion Program on board

4. Meals and beverages to be served according to the designated schedule on board the ship

5. Reward for the Facilitators#8217; meeting and the Discussion Program (subject to the rules of the Center for International Youth Exchange)


Expenses for Medical Treatment

Center for International Youth Exchange cannot be liable for expenses for medical treatment. Each facilitator is responsible for his / her own medical and accident insurance for the facilitators#8217; meeting and the entire period of participation in the program.

C. Procedures

1. The respective governments or alumni associations may nominate an appropriate person or persons directly to Center for International Youth Exchange (CENTERYE) according to the attached Guideline with his/her Application Form (See the attached document) and your letter of recommendation by May 17, 2005.

Discussion Topics


The main topic for the Discussion Program in SSEAYP 2005 shall be entitled "Youth Participation and Roles in Society". The Cabinet Office compiled the preferences of ASEAN governments, which were kindly asked to submit their ideas by the end of March. As a result, eight (8) sub-topics are decided as follows:


1. School Education

2. Youth Development Activity in Community

3. Traditional Culture

4. Inter-Cultural Understanding

5. Environment

6. Information: Media, PR, IT, etc.

7. International Relation

8. Volunteer Activities
